Missing Directx9.0c

I just downloaded the Mosby's Confederacy game and installed. WHen I then tried to launch the game, I received an error message that it needed to install the December Directx 9.0c application.

When I clicked "OK" to proceed, I then received another error message that the install of DirectX 9.0c failed to launch.

What do I need to do or get in order to successfully use this game?

It's best to download and install DX 9.0c from Microsoft.
