A lot of the cd/dvd emulators will cause this also. I believe that older versions of Alcohol will trigger this issue almost 100% of the time.
Basically try disabling/turning off the virtual drives and try again. If you have multiple physical drives installed I do not know if CaesarIV has the problem but some games the cd will need to be in the same drive (by drive letter) as it was during the install. Good luck!
