It sounds like a SecuROM security software conflict with your system.
Right click on the Caesar IV desktop icon or on the CaesarIV.exe file in the install folder and run the LAUNCH ANALYSIS option.
It will create a file called AnalysisLog.sr0 in your C:\ root folder on your hard drive.
Put the AnalysisLog.sr0 in a zipfile and attach it to a email with the description of the problem and the name of the program. Send the email and file to support@securom.com. They will examine the file and get back to you.

I think the original error message is : 'A required security module can not be activated'. I got this message last time and it was using SecuROM 7 (which is the new one). I forgot how to fix it, but I found that it is something related to the CD protection (like what Keith mentioned)
Thanks:)

Error:CLR 80004005 For XP only
Fix.
Right click on the programs .exe file go to properties, click on compatibility. Uncheck “ Run this program in compatibility mode for” Click apply, and then OK.
El chasquido derecho en los programas .exe archivo va a propiedades, chasquido en la compatibilidad. No compruebe "Dirigido este programa en el modo de compatibilidad para" el Chasquido se aplica, y luego OKEY.
