I have install directX from C4 install file. And the drivers? Also installed the latest drivers?
Do you have any other artifacts, apart from the terrain-texture?

Im not sure on this, but I think the 9200se is only a directX 8.1 card, where as Caesar 4 requires direct X 9.

I have the Redeon 9200 and I sure can't afford a newer card right now.
I'm getting the black terrain like others have said.

Try downgrading the graphics quality settings to see if that might help.
I had to do that on COTN on my laptop (which has a card a few below yours).

I downgraded like you suggested, but still the same thing. What a bummer.

BobI have the 9250 and had the same problem with the black terrain.
First, go to the Readme file from the game. On the second page, it states that ATI cards are supported that have Catalyst Drivers, v6.7. On the third page it gives a url to the website for updating drivers. Check and see if your card can be upgraded to this. Mine wasn't able to, but it isn't running too badly on v6.5, which is what my card supports. (If you already did this, sorry to rehash it. :o )
Next, did you change the day/night cycle in the options? If you did, you may need to choose restart the map from the game options once you change it.
I found that after all that what helped was also going into the options and raising the brightness up slightly. It made a huge difference for me.
Hope this helps. :)

I can't believe that there are that many people that has the newer cards compared to us that have the older cards. I still can't get the ground texture to show up. I just don't like black grass.
