In some cases, this can be fixed by double-clicking the file "RegisterDLL.bat", located in the same folder as the executable (by default, C:\Program Files\Sierra\Caesar IV Demo).

Also, if this fixes the problem for you, could you please post your dxdiag in this thread so we can squash this for folks in the future? Thanks!

I had the runtime error as well, I was cursing at first. Here we go again, I thought. On the off chance, I came here to see if there was any demo support and saw this thread.
The BAT file fix seems to have done the trick. Unsure why those commands are not executed by default for all installations though? Anyhow, here is my Dxdiag.
Sorry I dont know how to compact this information....<snip>

catgoddess, just make a dxdiag.txt file by clicking
START > RUN > type DXDIAG and click OK. Let finish then SAVE the results to a folder where you can find it.
Now come back here, start a new reply, then click the Manage Attachments button below the reply window. BROWSE for your DXDIAG.TXT file and select it. Then UPLOAD the file. Close the attachment window. Now type some text and click on SUBMIT REPLY.

Keith
08-17-2006, 08:18 PM
Yes, it did.
Your video drivers are old. Your Sound Max audio drivers are ancient (2002). Both need updating.
Free drive space is fine.
Memory is fine, however you might want to try increasing the maximum page file to about 1532, double your 766MB physical RAM.
You can do this by doing the following:
Click START > CONTROL PANEL > PERFORMANCE AND MAINTENANCE > SYSTEM > Advanced tab.
In the Performance section, click the Settings button.
On the Performance Options menu click the Advanced tab.
In the virtual memory section at the bottom click the CHANGE button.
In the Page File size for selected drive section click CUSTOM SIZE.
In the box next to Maximum Size (MB) type 1532 and click SET.
Click OK. Close all windows. It may not take effect until you reboot, I'm not sure, possibly that's not necessary.

They're supposed to be, but something's interfering on certain machines. Could I ask what anti-virus software you're running?
Thanks for the dxdiag!
I'm not running anti-virus on my gaming machine. It slows my machine down too much. I have a second PC with McAfee VirusScan Enterprise 8.0i that acts as a server that holds all my downloads, documents, music, images and movies. I also have a Ghost image of my gaming PC that I can restore at a moments notice. In addition, I also suffer from the rare condition known as 'common sense', therefore I find anti-virus un-necessary.
Can I just say though that after applying that bat file yesterday, I got the same runtime error again today. Re-applying the bat file fixed it once again.

Here is an updated DxDiag, note that I have individually checked all drivers for all devices to ensure that they are all updated fully... any that appear old are old cause no new one is available, namely the one for my USB Logitech Headset, which Microsoft provides the driver for this, and no new driver is available, since sp2 came out for XP. The .sys file for this is usbaudio.sys which is the file directly related to the driver...
Any help is greatly appreciated.

Yep, as Manni said, you still have 2 year old drivers installed for the video and audio.
Download the newest Catalyst drivers and the uninstaller from ATI. Uninstall the drivers, then the Catalyst software and reboot. Then install the new Catalyst drivers.
All you have to do with the RegisterDll.bat file is double click on it. Then close the command window if it doesn't close by itself. That's all there is to it. Try just the updated drivers first.

Are you using a Windows local user account that has local administrator priveledges? That's what the batch file is detecting as the problem. If you don't, you can add account to the Local Admins "group" via the Control Panel USER ACCOUNTS utility.
The audio drivers are 2 years old and need updating.
Are you using beta versions of the video driver, 91.33? You may want to drop back to a stable release version.

Here's my new dxdialog/ I did update my catalyst drivers but have been having problems trying to download new sound drivers. My computer won't accept them; as a matter of fact for some hours last night and again this AM, I had no sound at all.
I have searched the demo file to no avail for the Registry thing. I did get it from Gamespot. Is this a problem?
Sorry to be such a pain but I've been waiting for this thing for two years and it makes me nuts that I can't play it. I do so appreciate all your patience and help, really.

The only thing that jumps right out at me in you dxdiag file is that your sound drivers are so old their practically mummified. :)
You need to update those. Unfortunately, SoundMax does not support with drivers and refers you to the computer manufacturer for updates. So you'll have to get them from Gateway, if they have them.
They don't appear to have very new sets of drivers for your E-2000. The newest I could find that would probably be compatable are dated 02/28/2003 ver 5.01.3513 713150.exe.

Do you have .NETFramework 2.0 installed? It won't work with 1.0 or 1.1 or none.
I see where someone installed it after installing the game by clicking on the C4DotNetReg.exe file in the demo's install folder. Or you can just go to Microsoft and download .NETFramework 2.0 (http://www.microsoft.com/downloads/details.aspx?familyid=0856EACB-4362-4B0D-8EDD-AAB15C5E04F5&displaylang=en) from there an install it from your desktop.

Your graphics drivers are out of date. 91.31 is the current stable release version, yours are 84.21.
You can get the current nVIDIA graphics drivers from here:
http://www.nvidia.com/object/winxp_2k_91.31.html
Your sound drivers are EXTREMELY old, 4 and a half years old in fact (25th March 2002).
Finding drivers for your sound device is a different story. Do you know what sort of main system board (motherboard) you have? If you can find that information I can track down updated sound drivers for you. It could be Asus, Abit, Gigabyte, MSI, or a dozen other different makes. It will also have a model number. If you do not have that information, you can take the side panel off your PC (switch off the power at the socket first, but leave it plugged in so it remains earthed) making sure not touch any of the components inside without taking anti-static precautions. The make and model of the main system board should be printed on the board in big white letters somewhere. See the attached picture of my board as an example, you can see mine is a Gigabyte GA-K8NXP-9 motherboard.
As for your error message, can you confirm that your user account is in the administrators group of your computer please.

I am the administrator, and the only account holder on this PC.
The audio drivers are 2 years old and need updating.
I have updated every driver for audio and video individually at each manufactuers web site to its most current state available. So, basically, the audio drivers are as new as they ever will be, until they come out with newer drivers in the future.
Are you using beta versions of the video driver, 91.33? You may want to drop back to a stable release version.
I dont think that I am, although, I updated the drivers for the video cards a few weeks ago... not sure why that would be an issue anyway considering that I play Company of Heros, Quake 4, WWII Online : Battleground Europe, CIV 4, CIV Rome, and the list goes on... without any problems like this, it is OBVIOUS to me that the issue isn't my video or sound drivers, but rather an issue with the demo that I downloaded from Fileplanet. Although, leaving room for the possibility that I may have the beta version of my video drivers, I will check into it and see if that makes any difference, all I'm saying is that my computer is very stable, and runs everything to the max with no problems in any other game.
Included is an updated DxDiag file.
Keith

The install error message seems to indicate that there is some question as to whether you are the administrator on your system though and that is why it failed.
Unfortunately, I'm not sure how you are going to convice it otherwise other than the things that I have mentioned.
Your audio drivers are still dated 2004 and should be updated though.

His audio drivers are current (2006). It's the drivers for the logitech headset that are dating back to 2004.

You are correct, my video drivers are the beta version set, and will revert to 91.31. As for my Audio drivers, like Amenirdis said the drivers for my logitech headset are out of date, and windows is the provider of said drivers, and there are none to be found that will update them any further.

As far as the sound card drivers go you may just have to get yourself a new current sound card.
I still cannot figure out why you are having admin registration problems. You may have to refer it to Microsoft or some other free techincal support forum. There are many on the web that might able to answer this question.

If you look at my DxDiag... it says...

I've been doing some Googling and found this blog:
http://kyle.baley.org/CategoryView,category,VSTO.aspx
The section under "Here's how to accomplish a number of common tasks as a non-admin:" on this page may help get that program running as the Admin. They suggest using the right click RUN AS function set for adminstrator to get a program running from a non-admin mode, it might prove helpful.

Video drivers are not the reason for my problems, as I reverted to 91.31, and that didnt work, and I tried to modifying my login by creating an alternate Admin and that didnt work... and I tried your sugestion of right clicking on it and choosing "Run As..." but it still didnt load the game so I could play it. So, I re-installed 91.33.

Have you tried downloading NetFramework2.0 vom the Microsoft homepage, then deinstall the version that's currently installed on your pc, restart, defragment, install Net2.0 again? (you might want to consider unistall the demo, too first)
Also, I think you'd have to look at Logitech's homepage for new drivers of your headset. They are supposed to be responsible for their product and not Microsoft.
I'm sorry if you've already said it before: you have the firewall disabled when installing and trying to play?

Roger... they have no drivers for headsets at their site, only for mice and keyboards and such.

Alright, well done. :)
When you deinstalled all that stuff... have you tried using a registry cleaner to get rid of possible entries that it might have left behind?
I can't think of anything else to try right now. I might have to sleep over it for now. I'll be back should I have another idea.

This is primary directed at vonSchleicher and anyone else having the permission problems. After doing some research, it appears that occasionally you end up with registry entries that don't have permissions, even for administrators (found this info on a web site from someone having similar troubles with Office).
I used the Regmon utility to track down which registry entry was having the problems (turned out to be HKEY_CLASSES_ROOT\Record). I forgot to check what the original permissions were (I head at least some access), but went ahead and gave full permissions on the key to Administrators. After doing this, the RegisterDLL.bat worked fine.
On an unrelated note, I couldn't play after doing this initially. When I ran, I got a message about a security item missing and the program would not run. This might have had to do with the fact that I had done a Repair on the .NET framework, but didn't install the patch. I uninstalled the .NET framework and the demo, rebooted, reinstalled the .NET framework, installed the patch for the framework from Windows Update, reinstalled the demo, and it is working like a champ now.
If you are getting the same permission error that vonSchleicher was getting when running RegisterDLL.bat, check the permissions on key HKEY_CLASSES_ROOT\Record in regedit. If that doesn't do it, you will probably have to run Regmon to track down which key in your registry is FUBAR.

Care to explain how to use Regmon specifically for this instance, cause i ran it and it just kept auto scrolling as it did whatever it was doing....
Maybe a step by step instruction would be helpful.

Yeah, it will do that, because lots of programs are accessing the registry (was kind of surprised myself when I first launched it). To start/stop the collection, under the File menu is Capture Events (also Ctrl+E). What I did was stop the capture, clear the list (Edit menu -> Clear Display), get ready to run the first command from RegisterDLL.bat (%windir%\Microsoft.NET\Framework\v2.0.50727\RegAs m.exe RomeScriptInterfaces.dll), turn capture on, run the command, turn capture back off. Then you can look for the entires for regasm.exe. You should find one or more entries where the Result column contains "ACCESS DENIED" (I had 3 of them, all for the same key). Will have to scroll a little as regasm likely will generate quite a list of accesses before it hits the error.
You can also built filters. Right clicking on a line gives a popup, and one of the entries is "Exclude Process". You can do this for some of the more popular names in the list (the irony is that Regmon itself shows up) to reduce the size. If you are quick with the start capture, run command, stop capture, the list shouldn't be too massive.

Well, contrary to my personal preference, in the process of fixing the problem I bought registry mechanic and webroots spyware program, I ran them cleaning everything up, then promtly un-installed them... then after making all these fixes, I changed the owner back to the original config. (see above post about access and such, posts 49-51, 53-55) and then I un-installed my .NET Framework 2.0 and Caesar IV for like the 4th or 5th time, restarted my computer, completely disabled Norton and windows firewall again, and re-installed my .NET Framework, then did a Microsoft update to get the security patch for my .NET Framework 2.0... then I re-installed Caesar IV again for like the 5th or 6th time, installing DirectX again when it prompted me, then crossed my fingers.......
  WOOT! It worked! YAY! :D :D
The game loaded, and I clicked on start a new game or whatever and it worked! HOLY **** Thank you everyone who helped make it possible, and a special thanks goes out to Cerebus451 for coming up with the solution to my problem, he may have spoke too much geek for me to really understand what he wanted me to do, but after playing with it a few times, I GOT IT TO WORK! Now I can go to Disney World.... lol. If anyone needs a better explaination, I would be glad to help.

As for your error message, can you confirm that your user account is in the administrators group of your computer please.
.net 2.0 is already installed and ai am sure of admin.log... Now i am dl the latest drv of my sound card. I tired with NVDIA 93.31 but same erorr..:-((

I'm downloadind another demo from another source right now. I've uninstalled the Net framework , disabled my virus firewall(a la a previous post) I will reinstall the Net stuff and activate my protection when the download is complete.
Unfortunately, it's 1:27 PM here and it's supposed to take another 7 1/2 hours. That's why I originally got my first two downloads from Gamespot. I don't understand why it takes so long; I have a high speed cable connection

Can you give us a screenshot of the error message and full debug of the error message so I can see the error code. See sample below.
If you are getting a 0xc0000005 code, its a access violation error and could mean that you have some problems with memory. Either the demo wasn't able to free memory to use or it was attempting to free memory that was already free. Often this kind of error message can be caused by malware and also by bad RAM.

You will be proud to know that I got it to work!!!! Whoo Hooo!:D
After waiting 20 hours today to load<argh>.. I reinstalled the NET things, directx update, and re-engaged my firewalls.
Here's the embarassing part... I noticed that my sierra folder was NOT under program files. :o I never paid attention because all my sierra games played. I moved the sucker to Program files and bada bing bada boom, the demo got unpacked and installed. The first installation went awry but I used the REPAIR function under the uninstall and it worked.
Thank you for all your patience with me and everyone else. I hope you got some rest.
I am NOW going to ROME!
A BIG FAT FURRY KISS to you. Thanks again

If you have older Sierra games they installed to the C:\Sierra folder instead of to the C:\Program Files\Folder. The demo installer should let you install to any folder of your choice.

Actually, today I've been trying to get Emperor to work. (while waiting for CIV in Sept.)After I updated with SP2 (on your suggestion). I could never get it to play. I tried with someone over at the technical forums (P.C.Dania) (some weeks ago)but she couldn't help me
Since I had moved my Sierra folder into the Program files, I re-installed it. But for some reason it won't play. I downloaded the patch again but nothing seems to work. There was some sort of report generated but I couldn't give it to anyone as there is no EROMK at Sierra anymore
Guess what? Since your're my technical guru....... Let me know if you can make anything of it. Please if you have time No rush..... Himself and I will be away for three days for our teeny mini vacation before I have to gird my loins to face teenagers and force English into their reluctant psyches.

Yes, there are boards for Pharaoh, Zeus, and Emperor. They are in the Sierra Classics > Strategy (http://forums.vugames.com/category.jspa?categoryID=46) section of the board. Only Caesar III/IV have their own section.
Emperor should play just fine on your system. I have mine installed in the default C:\Sierra folder and it runs just great.
Did you install the game to the C:\Programs files\Sierra folder or did you just copy the Sierra folder and paste it to the Program Files folder. If you just copied it that's your problem. Uninstall emperor and install it to the place you want via the installer.

Since I put the Sierra folder in the Program files; that's where I put the re-install of Emperor. Is that not right???

Keith

It should work there theoretically. You might want to try using the default C:\Sierra folder instead. Uninstall and try it there.
We should take this to the Emperor board though.

I spent at least two hours moving all my files for EROMK around then uninstalling. I then installed into program files but it won't work. I actually have to reboot my computer to make the CD rom player open to release the disc. Once the machine reboots, the screen come up, I hit play, and nothing happens.
If I uninstall and then re-install again, how do I keep it from getting mixed up with the CIV file demo???
I'm learning so much but obviously not enough, huh?:o

BTW It didn't work either right after I installed SP2

Card name: Intel(R) 82915G/GV/910GL Express Chipset Family
There's your problem. The Intel is a chipset on the motherboard and not a stand alone video card. Unfortunately, it does not support the graphic features used in the game.
You can buy a DX9 compliant video card and use it instead. You will have to disable the onboard chipset from the BIOS settings on your system to use a different video card.

This is primary directed at vonSchleicher and anyone
If you are getting the same permission error that vonSchleicher was getting when running RegisterDLL.bat, check the permissions on key HKEY_CLASSES_ROOT\Record in regedit. If that doesn't do it, you will probably have to run Regmon to track down which key in your registry is FUBAR.
Thank you so much. This got it working, but I get the same securom error that you and vonSchleicher got afterwards, they probably don't like you messing around with the registry too much. I'm glad I got it fixed (it was the record entry for me too) anyways, I'll mess around a little more to see if I can get it running fully.

If you continue to get Securom warnings be sure to send a AnalysisLog.sr0 file to support@securom.com with a full description of what you have done and the resulting securom issue. They may be able to help you.
To create that file run the Launch Analysis option on the right click menu of the Caesar IV desktop icon or the .exe file.

What is the problem you are having? Until you tell us what the problem is all we can do is guess.
The video card is more than sufficient and the video drivers are fine.
You may want to free up more space on your C: drive if that is where you have the demo installed. It requires a minimum of 2.0GB you have 2.3GB and that may not be enough.
Try a lower screen resolutoin at 1024x768 60Hz and see if that helps any.

The file you see listed in the error message just contains the details about the system and files running at the time of the error. These are usually sent to Microsoft when you agree to it by clicking on the button on the error message. Deleting it is not that important and it won't fix the problem you are having with the demo, it will only free up a little space on the hard drive.
The steps on that support page I gave you the link to provide you the proper way to close down background applications and how to find the potential problem application by reenabling them one by one.
By shutting down all the background applications you can determine if the demo runs at all. If it does, then one of your system applications is causing a problem with the demo. Turning them back on one by one following the instructions lets you determine which application may be causing the trouble.

You have a Intel Chipset which cannot handle the T&L graphic features used in the game. The chipsets are part of the mother board and handle graphic functions for the most part, but in applications that check specifically for T&L support you'll have a problem. Many of the later Intel Chipsets are hardware capable of running T&L, but most of the drivers being written for them do not support T&L.
You need a seperate video card from Nvidia or ATI.
What model Dell is your system. The Dell DV051 seems to be the motherboard rather than the system model. Do you havea 5150 or a E310?

I have a E310 Model Dell. It is only about 6 months old. Are you telling me that my chipset will not run the final version when it is released? Also, is it possible that Intel will release a driver update that will allow for the use of these directx components? Thanks.
Keith
09-16-2006, 11:36 PM
Intel does not write drivers for their chipsets. They leave that up to the various computer manufacturers that use them to do that. In your case they would refer you to Dell for any updates.
As I understand the information I've read at Intel over the past few weeks, it all pretty much indicates that the Intel chipsets aren't going to be able to run the game.
The only exception to that would be is if someone out there wrote a driver for the Intel chipset that sepecifically supports T&L. And then again not all Intel Chipset would only be able to use them. The only one I recall seeing that could support T&L with the proper driver was the G965 chipset.

yes, you will need a video card. my b110 is also about 6 mos old but all I have is a pci slot, so had to get a nvidia 6200 but allowed me to play demo, can play for about 30 sec then freezes for 15 and so on. was told on these forums that that is more of the celeron processor rather than the recommended pentium 4 problem. as for intel releasing drivers, no the chipsets cannot run the shader programs that are required for this game. did you try the 3d force program recommended on these forums, did help before I put the card in.

Here is the pertinent information about Intel Chipsets:
Graphics
Support for Hardware Transform and Lighting (T&L)
http://www.intel.com/sites/templates/pix/circuit388.gif
Only the IntelŪ G965 Express Chipset Family supports hardware Transform and Lighting (T&L)1. All other IntelŪ graphics products do not have hardware support for T&L. In most games, transform and lighting calculations can be performed on the processor with acceptable performance. A small number of games that specifically check for hardware T&L support may fail to run.
1 Although the chipset hardware itself supports T&L, future graphics drivers will be required to utilize this feature.
This applies to:
IntelŪ 82810 Graphics Controller (http://support.intel.com/support/graphics/intel810/)
IntelŪ 82815 Graphics Controller (http://support.intel.com/support/graphics/intel815/)

Keith
09-17-2006, 12:31 AM
The game was tested with the Geforce 6800 and up in mind. The readme file in the demo says that the a 6800 can play the game with all the settings turned on, but they recommend a card from the 7xxx series for topend peformance.
For ATI I would look in their Radeon X1xxx series, probably somewhere around the X1600 or higher.
You can get a good idea of prices at the following places:
www.newegg.com (http://www.newegg.com)
www.tigerdirect.com (http://www.tigerdirect.com)
www.pcmall.com (http://www.pcmall.com)
www.cdw.com (http://www.cdw.com)
www.cyberguys.com (http://www.cyberguys.com)
You can probably find something on Amazon.com.
You should look for something that has at least 256MB of RAM, 12 pixel pipes or higher, and at least GDDR2 type memory or higher (GDDR3, etc.).
Newegg has a lot of the info above and customer comments on the various cards for you to look through.
You need to determine if your you have an AGP slot or PCI-E slot for video. The info I have found seems to indicate that that E310 has a PCI-E x1 slot. You should confirm that before you shop. If that is correct you should shop for PCI-E versions of the cards mentioned above.
A Google search reveals other people looking for graphics cards for their E310s as well to play other games. Here's a couple:
http://forumz.tomshardware.com/ce/E310-ftopict50983.html
http://reviews.cnet.com/5208-7591-0.html?forumID=26&threadID=152312&messageID=1695371
The Dell site doesn't even have a page for the E310 anymore, but if you go through the Google search Cached (http://72.14.207.104/search?q=cache:t1YzWOhYAcIJ:www.dell.com/content/products/RBIredirect.aspx%3Frbi%3DGKiitGAbBa2SB%2B6V9bxpRyv wm4g6Tn36wTwLVrus%2B1Yk1iSYlI8tpShc0L6a76U%2BTIzMv 9bvnid/acyVxTQtgTi9ESA1/DTQmFuyMtPzEnkWJkxGoncz%2B2Q8VeoV2cB7vOBWVoYytTle1 j1%2BjZsoNw%3D%3D+dell+E310&hl=en&gl=us&ct=clnk&cd=2) page for it, you can get it to come up but none of the links on the page work. Plus you have to hit the "X" (halt) icon to prevent the page from auto-forwarding to a Dell "page not found" webpage.

Well the bad news is that this could indicate that there is a problem with the install of .NETFramework 2.0 that the game installed. .NETFramework should not or cannot be uninstalled once it's in place. You may want to try reinstalling .NETFramework 2.0. You can get it from Microsoft (http://www.microsoft.com/downloads/details.aspx?familyid=0856EACB-4362-4B0D-8EDD-AAB15C5E04F5&displaylang=en).
There is a thread on the Sierra Community forums about problems with the registry entries of .NETFramework. On some systems the registry is denying write access on some registry key files even to the local administrator account of the system.
This can be fixed with the likes of a 3rd party program, or in the worst case by reinstalling Windows, all the critical updates, and then NETFramework 2.0.
You'll find the info in this thread:
Com interop error?? (http://forums.vugames.com/thread.jspa?threadID=29275&tstart=0)
These are Windows problems and not caused by the demo install. The demo install just managed to reveal them.

I know you have a DELL Dimension 2400 , is this a laptop or a desktop(I am too lazy to find out myself) ??
IF it is a laptop then few chances for a better chip/card.
If it is a desktop chances are great for a proper good card of your choice and savings but depending on the motherboards-slots available.
Once in the shops you could also get some more RAM if you can afford it.
Have a look at DELL`s if they have a newer sounddriver for your Soundonboard-chip SoundMAX Digital Audio, yours is from 2003

i replaced that folder because i didnt want to have to do republic and empire all over again...
then i went to attempt my online again, it would not work gave me file mis match error..
so i went to dl the patch, that seems to be when my runtime errors keep coming back..tho i cant install the patch, gives me access denied error.
so im right back to where i started except now, i have roma and cant play at all...
here is my dxdiag, tho it was not an issue before all this started...

Here is my DXDIAG
Hello Almaair amd welcome :)
What I'm seeing in your Dxdiag is not so good news. You seem to have a chipset not a proper graphic card, and without that C4 is not going to work. Besides that the chipset is sharing your RAM memory, so you have less than required (you have now 448MB RAM when 512MB is minimum, better if you could have double that.)

Thanks you. I guess that the best thing I can do is change my graphic card... :o

Hi again! here is my new DXDIAG. I hope that now is all OK
Hi, it looks much better now. How about C4, have you tried playing it? If it's ok then nothing else matters?
(If not you might try and make your page file bigger. Then let our pros know what back ground programs you have, since usually people tend to have way too many, including me but not any more.)

For the most part, I'm with Kiya. There is one thing though. Not the best drivers. The Catalysts 6.6 thgouth 6.9 (June through September 2006) have been problematic. That is an ATI issue and not related to C4 or the demo spefically. So, I'd suggest getting a newwer video driver version as well.
Sincerely,
Phil
Don't worry. Actually I do after the post. I played the demo and works perfect. Thanks anyway:)

Sorry, but double clicking the .bat file didn't work for me. Attached are two DXDIAG . BTW, will using the PC Pitstop Optimize 1.5 help it run better/faster/without lag/etc. when I do get the program running?
Thanks for your help.

As I mentioned in my reply on the Sierra board your dxdiag.txt file indicates the following problem:
Display Tab 1: No problems found. Direct3D functionality not available. You should verify that the driver is a final version from the hardware manufacturer.
Other similar problems relating to that error message seem to all be related to the video card or drivers.
The Radeon 9250 is an older DX8.1 card. It may or may not be able to run Caesar IV. It may not support the DX9 features required by the game, or you may have to lower the game video settings to minimums and turn shadows off if you get that far before it crashes.
Someone else had a Dell 2350 with a problem just the other day. But I couldn't find a slot listing in the tech support info for a video card. The info did not list an AGP slot as part of the slots available on the motherboard. I'm wondering if you have a plain old PCI video card and that might the entire root of your problem.
Note: PCI and PCI-e (the newest standard) are two completely different animals. PCI slots are ancient history for video cards. PCI video cards were superseded by AGP types, and AGP has been replaced by the newer PCI-e types. PCI cards are very very slow by comparison.

Unfortunately, those files only mean something to Microsoft.
See this Sierra help page on this error message:
Game crashes and followed by Microsoft Visual C++ Runtime Library: Runtime Error (http://220.226.203.21/Vivendi_Current/(51jvr1yq3b1zbvzuemrwti55)/Pages/ViewFAQ.aspx?FAQID=1946)

You can create a new dxdiag.txt file at any time.
Asking for a crack on the developer's own messageboard is a sure way to get you banned from the forum. In your case it wouldn't help because you do get the game somewhat started before it crashes. If you lost your CD you'll have to buy a new copy of the game.
Since the game ran before, it sounds like something new was installed on your computer since that time that is causing the problem now.
Any new software on the system, browser add-ons, visit any questionable websites?
You should probably scan for a virus and/or spyware.

That you have more than one is good. I have 5.
Windows Defender, AOL Anti-Spyware (both free), McAfee AV, AVG 7.5 (both registered), and a firewall. And I also use the online MS OneCare Live and Kaspersky online (free) scanner as well. I take no chances.
Glad you got it going.
